To manage the process of optimising decision making and funding, the Strategy will focus on three key workstreams.
Each workstream has a detailed action list with action milestones and named task group champions drawn from the public, private and voluntary sectors, in addition to the Strategic Partners.
| Streamlining | Delivery | Employer Engagement |
Merging of Welfare to Work Steering Group, City Strategy Steering Group, Funders Group and Equal Access Common Definitions and Reporting Periods Monitoring and Evaluation Joining up Pathway Alignment of Funding |
Good Practice Framework New Commissioning Model Mandano Partnership Project Piloting support for work based qualifications |
Vacancy Filling Diversity and job Retention Links to Regeneration and Jobs Growth |
The Streamlining workstream will involve merging strategic groups, developing common definitions and reporting processes; implementing a monitoring and evaluation system; building on the work of Equal Access; developing a joined up pathway and aligning funding. Already common definitions have been agreed and a common tracking system developed.
The Delivery workstream will involve developing a good practice framework; developing and implementing a new commissioning model; rollingout the Mandano Partnership Project and supporting continuing training after moving into work.
The Employability workstream will address vacancy filling; diversity and job retention, and links to regeneration projects and jobs growth. This streamlined approach will make it easier for employers to engage.
The Strategy recognises that in addition to assisting those on benefit into sustainable employment, there will be positive impacts for Glasgow and the whole of Scotland by contributing to the 4 cross cutting themes of Diversity, Health and Social Care, Economic Growth and Social Inclusion. This should lead to a healthier population, an economy able to grow, and a workforce enriched by drawing on the full range of talents available in the working age population.
