Aims & Targets

Glasgow Works has a two year initial pilot phase which will end during April 2009. The aim during this period will be to implement a co-ordinated and aligned multi-agency, public / private sector approach that focuses on employment, skills development and effective employer engagement. This will be done by providing a ‘whole needs’ approach to people’s aspirations as well as to the issues and barriers experienced by workless and low skilled individuals and their families.

The targets during the two year pilot period will include reducing the numbers on benefits by approximately 9000, enabling the new partnership group to make joint funding decisions and the implementation of common commissioning arrangements.

The overall approach is about securing improvements in the pathway and delivery of services to all workless groups. The City Strategy does however have particular interest in those currently on IB, Lone Parents, Black and Minority Ethnic groups, the over 50’s and the young NEET group.

Through the partners working collaboratively, current employability, decision-making and funding structures in Glasgow will be simplified and aligned to enable new service delivery arrangements by early 2008. These new arrangements, on behalf of employers and individuals, will seek to eliminate barriers to employment by addressing recruitment, retention, skills and diversity. In particular more resource will be put into client engagement and aftercare.

By creating an emplyability pathway we will assist child poverty levels in Glasgow.

The City Strategy will focus on two basic tenets – the engagement of workless people and the engagement of employers.

By creating an employability pathway we will assist benefit recipients progress into the labour market, and move into sustainable jobs and career development.
